Tee Times Still Available for Annual Meeting

The Ritz-Carlton, Amelia Island, site of NOLHGA's 24th Annual Meeting, offers guests access to The Golf Club of Amelia Island, an 18-hole PGA championship golf course "just an iron-shot from the front door of the resort." Update on NAIC Receivership and Insolvency Task Force Activities

The NAIC's Receivership and Insolvency Task Force (RITF) met via teleconference on September 13, 2007, to receive reports on various working group projects and review proposed charges for 2008. This call was held in lieu of an in-person meeting at the NAIC's Fall National Meeting, which will be held later this month in Washington, D.C. Discussion items included the following highlights.

The NAIC's Executive Committee is considering recommendations for continuation of work on updates to the NAIC's Life and Health Insurance Guaranty Association Model Act based on criteria established in the NAIC's new framework and procedures for model law development. If approved by the Executive Committee, work on the Life and Health Model Act will recommence and the Model Act Revisions Working Group (MARG) will likely meet in-person in conjunction with the NAIC's Winter National Meeting in December. The MARG group will also be working with the NAIC's Governmental Affairs Office to review and provide input regarding pending optional federal charter bills, and the group plans to participate in and provide input to NCOIL's consideration of a proposed property and casualty guaranty fund model act.

The Receivership Technology and Administration Working Group's proposed Data Privacy and Security Policy and Procedures are being exposed for a 60-day public comment period. The policy and procedures will be posted to the NAIC Web site under RITF exposure documents. Comments will be addressed at the NAIC meeting in December. The Judicial Education and Training project remains on hold pending consideration of the budget request for that project by the NAIC's Executive Committee. That working group will not meet again until a project budget has been approved.

In addition, proposed RITF charges for 2008 were circulated in conjunction with this call. Aside from the projects noted above, the proposed charges include monitoring progress on the Insurer Receivership Model Act (IRMA); providing technical assistance to F Committee concerning receivership accreditation standards; updating the NAIC's Receiver's Handbook; implementing technical enhancements to NAIC insolvency and claims reporting systems; and studying solvent schemes of arrangement and Part VII portfolio transfers. RITF expects to submit the proposed charges to its parent, E Committee, in conjunction with the NAIC's Fall National Meeting in September and plans to hold an in-person meeting thereafter at the Winter National Meeting in December.
