MPC Meets in Charleston

The Members’ Participation Council (MPC) met in Charleston on October 17, 2017. The National Heritage Life Insurance Company (Delaware) Task Force held a meeting, and the Guaranty Association Benefits Company held its Annual Meeting. In addition, the MPC Executive Committee met, and the Lincoln Memorial/Memorial Service Life Insurance Companies (Texas) and Penn Treaty Network America/American Network Insurance Companies (Pennsylvania) Task Forces held closed-session presentations as part of the NOLHGA Annual Meeting’s Major Receivership Briefings.

In addition to the task force report below, the General Session featured updates on the Joint GA Model Act Working Group (by Working Group Chair Jack Falkenbach (Delaware)), the Security Advisory Committee (by Committee Co-Chair Candie Kinch (Idaho, Oregon, and Wyoming)), and the MPC Insolvency Task Force Guidelines Working Group (by Working Group Co-Chair Art Dummer (Utah)). MPC Chair Pamela Olsen took a moment to recognize Mauna Dailey, who is retiring from her role as Administrator of the West Virginia Life & Health Insurance Guaranty Association, and long-time NOLHGA Legal Counsel Charles Richardson (Faegre Baker Daniels), who is retiring at year-end. In addition, NOLHGA President Peter Gallanis provided the President’s Report, and Ms. Olsen briefed attendees on MPC Executive Committee activity.

Task Force Legal Counsel Joel Glover (Lewis Roca Rothgerber Christie) reviewed the combined service agreement with Insurance Administrative Solutions (IAS), the TPA for both companies, and detailed efforts to verify addresses for most of the policies.

Vermont GA Appoints New Administrator

The Vermont Life & Health Insurance Guaranty Association Board of Directors is pleased to announce the appointment of Bob Burke as the association’s Administrator, effective January 1, 2018. Mr. Burke has served on the Boards of several associations, including Vermont, Maine, and New Hampshire, for over 20 years. He also served as Chairman of the Vermont association and as Secretary of the Maine association during this time. He is currently the Treasurer of the New Hampshire association. Please join the Vermont Board in welcoming him to his new position.

2017 Technology Standards for Guaranty Associations Brochure Posted

The NOLHGA Systems Department has posted the 2017 Technology Standards for Guaranty Associations brochure on the NOLHGA website in the password-protected members-only section. After logging in, members can find the brochure under Member Resources in the Periodicals, NOLHGANet section.

The 2017 edition features a number of technology concepts and trends; touches upon some of the latest advances in mobile computing, email, and document management; and provides guidelines and recommendations related to purchasing and managing hardware and software.
