Conference Call Scheduled for November 9
A special MPC teleconference for MSIC affected states is scheduled for Monday, November 9, at 2:00 p.m. Eastern (1:00 p.m. Central, 12:00 p.m. Mountain, and 11:00 a.m. Pacific). The purpose of the call is to discuss financial developments affecting the MSIC estate. Notice of the call, along with the agenda, supporting materials, and dial-in instructions, was circulated to affected guaranty associations via e-mail on October 22.
In addition, the task force has been informed that the receiver has circulated a proof of claim form to all affected guaranty associations noting a claims bar date of October 1, 2010. Please note that an omnibus proof of claim will be filed on behalf of affected guaranty associations. Individual associations are not required to submit their own proof of claim in this case. The filing of an omnibus proof of claim on behalf of affected guaranty associations was acknowledged in the court's October 7, 2009, order approving the proof of claim form and bar date. Acting Commissioner Gennet Purcell was confirmed as the new Commissioner for the District of Columbia Department of Insurance, Securities and Banking (DISB) in a unanimous vote of the Council of the District of Columbia on November 3, 2009. Purcell, who was appointed as Acting Commissioner on August 28, replaces former Commissioner Thomas E. Hampton.
Commissioner Purcell, who served as DISB's Deputy Commissioner since 2008, is an attorney and member of both the State of Maryland Bar and the Commonwealth of Virginia Bar. As deputy, her primary responsibilities included oversight of the agency's core functional areas, including the divisions of Insurance, Securities, Banking, Fraud Enforcement and Investigation, and Risk Finance.
