MPC Meets in Dallas

The Members’ Participation Council (MPC) met in Dallas on October 25, 2016. The MPC Executive Committee met, and the Guaranty Association Benefits Company (GABC) held its Annual Meeting. The Penn Treaty Network America/American Network Insurance Companies (Pennsylvania) Task Force also conducted a closed-session presentation in conjunction with NOLHGA’s 2016 Annual Meeting.

In addition to the task force reports below, the General Session featured an update on the activities of the MPC Health CO-OP Task Force by Task Force Chair Tom Sullivan (Iowa). NOLHGA President Peter Gallanis provided an update on financial services regulatory modernization, and MPC Chair Pamela E. Olsen, Esq., briefed attendees on MPC Executive Committee activity and on the recent guaranty association administrator experience survey, which cataloged the insurance industry, regulatory, and guaranty system experience of the administrators.

Task Force Chair Pamela E. Olsen (Nebraska) gave the final report for the MSIC task force. The task force’s Lessons Learned Report for the insolvency has been posted on Quest, and the task force is now disbanded.

Task Force Chair Tom Peterson (Kentucky) reported that the task force had selected TriPlus Services, Inc., as the new third-party administrator for the remaining National States policies. The National States MPC unanimously passed a resolution authorizing the task force to finalize a service agreement with TriPlus.

January 2017 MPC Meeting Website Goes Live

The website for the January 2017 MPC meeting in Scottsdale, Arizona, is now available. The site allows users to register for the meeting and make hotel reservations online. A preliminary meeting schedule will be posted in the next few weeks.

Assessment Data Survey Information Posted Online

The 2015 Assessment Data Survey information has been posted on Quest, NOLHGA’s secure online insolvency library. The premium data available for download is a compilation of assessable premium for companies that are licensed in each state. The data is calculated using the information reported on the Life, Health & Annuity Guaranty Association Model Act Assessment Base Reconciliation Exhibit and the Adjustments to the Life, Health & Annuity Guaranty Association Model Act Assessment Base Reconciliation Exhibit. The data files provided on Quest (which can be accessed by authorized users after logging into the NOLHGA website) are similar to those sent in past years.

A letter has been sent to all state insurance commissioners informing them that the survey data is available from Strohm Ballweg if they would like a copy of the data for their state.

2016 Technology Standards for Guaranty Associations Brochure Posted

The NOLHGA Systems Department has posted the 2016 Technology Standards for Guaranty Associations brochure on the NOLHGA website in the password-protected members-only section. After logging in, members can find the brochure under Member Resources in the Periodicals, NOLHGANet section.

The 2016 edition features a number of technology concepts and trends; touches upon some of the latest advances in mobile computing, email, and document management; and provides guidelines and recommendations related to purchasing and managing hardware and software.
