NAIC's Sevigny to Speak at NOLHGA's Annual Meeting

Roger Sevigny, President of the National Association of Insurance Commissioners (NAIC) and Commissioner of the New Hampshire Insurance Department, will speak at NOLHGA's 26th Annual Meeting. The meeting will be held at the Fairmont Washington in Washington, D.C., on October 13 and 14.

In addition to his role as NAIC President, Sevigny serves as Chair of the NAIC's Executive Committee, Internal Administration (EX1) Subcommittee, NAIC Legislative Liaison Committee, and Government Relations Leadership Council Task Force. He is also a member of the NIPR (National Insurance Producer Registry) Board of Directors. Prior to his appointment as Commissioner, he held the position of Assistant Commissioner of New Hampshire's Insurance Department. Before joining the department, he was an employee of Travelers Insurance for more than 30 years, serving in a variety of technical and management positions.

In addition to the Annual Meeting, an MPC meeting is scheduled to take place on October 12. Tip for Annual Meeting Attendees

The Fairmont Washington, site of NOLHGA's 26th Annual Meeting, offers a wide range of free services and amenities to guests who are enrolled in the hotel's Fairmont President's Club (FPC). Reservation Deadline for April MPC Meeting Extended

The reservation deadline at the Skirvin Hilton, host hotel for the April 2009 MPC meeting in Oklahoma City, Oklahoma, has been extended to March 31. After that date, NOLHGA cannot guarantee room availability at the NOLHGA rate of $179/night plus tax.

Opt-in/Opt-out Deadline for Agreements Is April 20

Following MPC approval on February 27, 2009, NOLHGA and the liquidator for Medical Savings entered into two agreements to address matters in litigation and provide for policy and claims administration in liquidation. These agreements were sent via e-mail to all affected guaranty associations in an opt-in/opt-out package on March 20. Please note that the Litigation Agreement requires an affirmative opt-in; to participate, your guaranty association must complete and return the enclosed certificate of participation.

Participation in the Service Agreement will be established by NOLHGA's standard "opt-out" process so that any guaranty association that does not opt out by the response deadline will be deemed to be a participating association. However, any affected guaranty association may, at its election, identify itself as a participating association sooner than the opt-out deadline by completing and returning a certificate of participation at an earlier date.

Conflicts Surveys and Antitrust Certifications Due March 31

As part of NOLHGA's annual compliance regimen, NOLHGA staff is required each year to survey and obtain responses from all NOLHGA representatives concerning compliance with NOLHGA's Conflicts and Antitrust policies.

The Conflicts Policy and the 2009 questionnaire were sent out via e-mail on March 23 to all NOLHGA Board members, staff, and consultants and to all persons serving on any NOLHGA committee or task force. NOLHGA's Antitrust Policy and the 2009 certification forms were simultaneously sent to all the representatives referenced above and to all guaranty association administrators. As is the case with NOLHGA's Conflicts Policy, the Antitrust Policy requires an annual certification of compliance from all recipients.

Please take a few minutes to review these materials and return the completed forms to Aimee Hoffman at NOLHGA no later than March 31. Responses can be returned by fax (703.481.5209) or e-mail ([email protected]). The forms should only take a few minutes to complete, and your timely response is very important.
