
Legal Seminar—Early Bird Registration Deadline Approaches
The NOLHGA Legal Seminar’s “early bird” registration discount of $50 will end next Friday, June 16. After that date, the full registration fee of $895 will apply. Registration for the program is available on the Legal Seminar website, which also offers online hotel reservations.
NOLHGA’s 25th Legal Seminar will take place on July 20–21 at the Ritz-Carlton, Chicago. An MPC meeting will be held on July 19; there is no registration fee for the MPC meeting.
NOLHGA has secured a room rate for this meeting of $265/night plus tax (single/double) at the Ritz-Carlton. The Imerica Task Force has requested updated expense information from affected states through the period ending June 30, 2015. For many states, there may be no additional expenses to report. If that is the case for your association, please notify Joni Forsythe and Joanna Akiyama by e-mail.
If your association has additional expenses to report for the period including inception through June 30, 2015, please submit your expense update no later than June 20, 2017, using NOLHGA’s online proof of claim survey tool. The expense data will be used to finalize the guaranty associations’ Omnibus Proof of Claim in preparation for an estate distribution of approximately $2.5 million, which we hope to receive before year-end. While this distribution will be styled as an interim distribution, we think it unlikely that we will receive additional funds from this estate after this distribution.

The Ohio Insurance Guaranty Association’s Board of Directors has selected Michael Surguine to become President of the Association effective August 1, 2017. He will also serve as President of the Ohio Life & Health Insurance Guaranty Association.
Surguine has served as the Executive Director of the Arizona Life & Disability Insurance Guaranty Fund as well as the Arizona Property and Casualty Insurance Guaranty Fund for the past 15 years and previously worked as a Deputy Receiver/Guaranty Fund Administrator in Arkansas. He is a well-known and respected national leader in the insurance guaranty association and receivership community. He currently serves as Chairman of the National Conference of Insurance Guaranty Funds (NCIGF) By-laws Committee and also serves on NOLHGA’s MPC Executive Committee.
Surguine also served as Senior Counsel for Insolvency and Financial Regulation for nearly a decade with the National Association of Insurance Commissioners (NAIC) in Kansas City. He will be replacing Steve Durish, who served as President of the Ohio Insurance Guaranty Association and Ohio Life & Health Insurance Guaranty Association for the past five and a half years. Surguine will also be responsible for the administration of the West Virginia Insurance Guaranty Association (WVIGA).

The Vermont Life & Health Insurance Guaranty Association is seeking applications for a well-qualified candidate to fill the position of Administrator for the Association. The Association is a nonprofit insurance industry–supported organization that handles and pays, pursuant to statute, insurance claims of Vermont residents if their life, health, or annuity insurer becomes insolvent.
This is an independent contractor relationship with the Association. The Administrator has direct reporting responsibility to the Board of Directors. The Administrator is responsible for carrying out the day-to-day operations of the Association. Ability to effectively coordinate activities with other state guaranty associations through a national organization, as well as with insurance receivers and regulators, is essential. Some travel is required.
The candidate should possess substantial insurance, finance, or management experience in an insurance company or related setting, such as regulatory, legal, or consulting. Desired, but not required, is a background in law or accounting. Prior experience with an insurance guaranty association or in a receivership setting is a plus.
