MPC Meets in Washington

The Members’ Participation Council (MPC) met in Washington, D.C., on July 20, 2016. The Medical Savings Insurance Company (Indiana) Task Force held a meeting, and the Penn Treaty Network America/American Network Insurance Companies (Pennsylvania) Task Force conducted two closed-session presentations. The MPC Executive Committee met as well.

In addition to the task force reports below, the General Session featured an update on the activities of the Coverage/Claims Committee by Committee Chair John Colpean (Michigan) and committee member Jack Falkenbach (Delaware). NOLHGA President Peter Gallanis provided an update on financial services regulatory modernization, and MPC Chair Pamela E. Olsen, Esq., briefed attendees on MPC Executive Committee activity.

Task Force Chair Pamela E. Olsen (Nebraska) updated attendees on the status of the CoOportunity Health case, including the remaining open issues for the guaranty associations and the estate.

Task Force Chair Peter Leonard (California) reported that the final notice of determination was received on June 9, 2016. The task force anticipates a final distribution in 2017.

Task Force Staff Contact Paul Peterson reported on the task force’s efforts to select a new third-party administrator (TPA) for the estate. An RFP was issued in 2016, and the task force hopes to have a new TPA in place by 2017.

Montana GA Seeks New Executive Director

Dave Perry, Executive Director of the Montana Life & Health Insurance Guaranty Association, has announced his upcoming retirement. As a result, the Association is seeking a well-qualified candidate to serve as Administrator for the Association as its Executive Director.

This is an independent contractor relationship. The Administrator/Executive Director is responsible for carrying out the duties of the Association and maintaining adequate professional staffing during times of varying work activity levels, as well as coordinating activities with other state guaranty associations through the National Organization of Life & Health Insurance Guaranty Associations and with insurance receivers and regulators.

The candidate must possess insurance and management experience in an insurance company or related setting such as regulatory, legal, or consulting. Desired, but not required, is a background in law or accounting. Prior experience with an insurance guaranty association or in a receivership setting is a plus.
