
April MPC Meeting Web Page Goes Live
The Web page for the April 8–10, 2014, MPC meeting in St. Louis has gone live. The page offers online registration and hotel reservations as well as other meeting information. A preliminary schedule will not be available until March, but the meeting will be scheduled to end by noon on Thursday, April 10. We expect the first task force meetings to be held on the afternoon of April 8, but we will know more as we get closer to the meeting dates.

The Members’ Participation Council (MPC) met in Scottsdale, Arizona, on January 7–8, 2014. Task force meetings were held for the Universal Health Care Insurance Company (Florida), Universal Life/Booker T. Washington Insurance Companies (Alabama), and Penn Treaty Network America/American Network Insurance Companies (Pennsylvania) task forces. The meeting also featured an Administrators Education Steering Committee presentation on technology by Dan Hicks (NOLHGA) as well as meetings of the MPC Executive Committee and Accounting Issues Committee.
In addition to the task force reports below, the General Session featured a closed-session report by the Lincoln Memorial/Memorial Service Life Insurance Companies (Texas) task force and an update on the activities of the Coverage/Claims Committee by Bill O’Sullivan (NOLHGA). NOLHGA President Peter Gallanis provided an update on financial services modernization and regulatory activity, and MPC Chair John Colpean briefed attendees on MPC Executive Committee activity.

Task Force Chair – Charles Gullickson; Staff Contact - Executive Life Insurance Company of New York/GABCELNY Task Force Chair and GABC Board Member Jack Falkenbach (Delaware) updated attendees on the closing of the ELNY estate and the implementation of the Restructuring Plan. Actuarial Consultant Jack Gibson (Towers Watson) reviewed the actuarial requirements and unique accounting needs of GABC, the company that administers the affected guaranty associations’ obligations to former ELNY payees.
Task Force Chair - Jack Falkenbach; Staff Contact - National Heritage Life Insurance Company (Delaware)Task Force Legal Consultant Joel Glover (Lewis Roca Rothgerber) reported that he and Task Force Chair William Falck (Florida) met recently with the National Heritage receiver, who is working with the Department of Justice to resolve the remaining civil and criminal judgments relating to the estate.

(Florida)Task Force Chair Mike Marchman (Georgia) reviewed the history of the company, which entered and exited rehabilitation in 2009 before being placed in liquidation in 2013. He also reported that the task force has entered into an agreement with Florida-based Payer Fusion to provide TPA services.

Fred Heese and Kathy Belfi were awarded the NAIC’s prestigious Robert Dineen Award at the organization’s Fall National Meeting in December 2013. Heese is the Director of the Missouri Division of Insurance Company Regulation and the state’s chief financial examiner, and Belfi is the Director of the Connecticut Insurance Department’s Financial Regulation Division.
The Robert Dineen Award is named in honor of the founder of the NAIC’s Support and Services Office. Founded in 1989, it is presented annually to an individual in recognition of his or her exceptional success as a career regulator.
