Penn Treaty Network America/American Network Insurance Companies (Pennsylvania)

Estates Closed in 2024

On December 27, 2024, the Pennsylvania Commonwealth Court issued orders discharging the liquidator of Penn Treaty and ANIC, and the estates were closed prior to year-end. The discharge followed the final distribution of $18 million from Penn Treaty and $6 million from ANIC to the affected guaranty associations in November. The Pennsylvania Insurance Department retained certain Penn Treaty/ANIC assets for final administrative expenses. It is possible the guaranty associations will receive an additional distribution from assets remaining from this administrative holdback in late 2026, but any such distribution likely will be de minimis. The closing of the Penn Treaty and ANIC estates marked the conclusion of their 15-year receivership.

New January 2025 MPC Meeting Schedule Posted

An updated scheduled for the next MPC meeting, which will be held at the Hilton San Diego Bayfront on January 29–31, has been posted to the Meeting Materials section of the meeting website.

The MPC Rules & Procedures presentation has been removed from the January meeting schedule—it will now be held as an online webinar on February 18 (more information on the webinar will be available soon). In addition, the Global Bankers Insurance Group Task Force presentation has been moved to Thursday afternoon to allow more time for the presentation.

Please note that the times listed for MPC General Session presentations are estimates. We will do our best to keep to the posted times, but presentations might start a few minutes early or late depending on how the General Session progresses.

GA Administrators Elected as IAIR Officers

On December 11, 2024, three life and health insurance guaranty association administrators serving on the International Association of Insurance Receivers (IAIR) Board of Directors were elected officers for 2025. They are:

  • Bart Boles (Texas guaranty association) was elected President and Chair of the Board of Directors. He previously served as IAIR President and Board Chair from 2013–2015.
  • Frank Knighton Jr. (Georgia guaranty association) was elected 1st Vice President.
  • Tamara Kopp (Missouri guaranty association) was elected Corporate Secretary.

IAIR 2025 Resolution Workshop Registration Opens

Registration for the International Association of Insurance Receivers (IAIR) annual resolution workshop, the organization’s premier event, is now open. Registration for the 2025 workshop—Thinking Big & Living Large in Dallas: Hot Topics in Insurance Receiverships—can be found on the Resolution Workshop Page on the IAIR website.

The workshop, which will be held on February 26–28, 2025, in Dallas at the Hilton Dallas Southlake Town Square, will feature several insurance commissioners and industry leaders discussing issues including cybersecurity and artificial intelligence concerns, private equity and venture capital investment in the industry, the basics of receiverships, emerging risks in troubled companies, the American Privacy Act, and approaches and opportunities in extended rehabilitations.
