April 2024 MPC Meeting Location & Dates Announced

NOLHGA’s April 2024 MPC meeting will be held in Denver at the Grand Hyatt Denver on April 18–19. More information about the meeting will be posted in the NOLHGA Wire and on the NOLHGA website in the next few months.

NAIC Update

The NAIC held its Fall National Meeting in Orlando from November 30 to December 4, 2023. Below are brief updates on some of the activities of interest to the guaranty system:

New Officers: The NAIC elected Beth Dwyer (Director of the Rhode Island Department of Business Regulation) as Secretary-Treasurer. As in past years, the other officers moved up in seniority, with Connecticut Commissioner Andy Mais becoming President, North Dakota Commissioner Jon Godfread the President-elect, and Virginia Commissioner Scott White now serving as Vice-President.

In addition, the NAIC announced the outcomes of elections for officers of the four zones for 2024:

  • Northeast: Chair, Trinidad Navarro (Delaware); Vice-chair, Kevin Gaffney (Vermont); Secretary, Gary Anderson (Massachusetts)
  • Southeast: Chair, Carter Lawrence (Tennessee); Vice-chair, Sharon Clark (Kentucky); Secretary, Allan McClain (Arkansas)
  • Midwest: Chair, Anita Fox (Michigan); Vice-chair, Vicki Schmidt (Kansas); Secretary, Eric Dunning (Nebraska)
  • Western: Chair, Michael Conway (Colorado); Vice-chair, Andrew Stolfi (Oregon); Secretary, Cassie Brown (Texas)
Artificial Intelligence: The NAIC membership unanimously adopted the Model Bulletin on the Use of Algorithms, Predictive Models, and Artificial Intelligence (AI) Systems by Insurers after it passed the Innovation, Cybersecurity, and Technology (H) Committee at the same meeting.

Receivership Tabletop Session: NOLHGA and the NCIGF hosted a Receivership Tabletop Session for regulators at the NAIC meeting. More than 100 regulators (representing 34 states) participated in the interactive session, which walked attendees through a troubled company scenario and used breakout sessions to encourage discussion of the key issues during different decision points. The exercise highlighted the value of collaboration and communication between regulators and the guaranty system in protecting policyholders of a troubled company. More information about the session will be presented at the January 2024 MPC meeting in Tampa.

Dan Orth Passes Away

Dan Orth, former Executive of the Illinois Life and Health Insurance Guaranty Association, passed away on November 25, 2023. He was 85.

Dan joined the Illinois association in 1993 after spending 27 years with Washington National Insurance Company. He served as Chair of the Confederation Life Insurance Company (Michigan) and National Heritage Life Insurance Company (Delaware) Task Forces and also served as a member of many other insolvency task forces and committees. From 1990 to 1992, he was a member of the NOLHGA Board of Directors. He retired from the association in 2013.

“Anyone who had the pleasure of having Dan by their side would find a man who took the time to get to know you, imparted his wisdom and knowledge unselfishly, and genuinely cared about his guaranty family,” said Janis Potter, who succeeded Dan as Executive Director of the Illinois association. “He made you feel like you belonged. When Dan entered a room, you knew it, whether he spotted you from across the room, held the microphone so all could hear his statement, or sat next to you and offered you a cough drop. To many, Dan was the first one to approach anyone new to the system, and it is his legacy that we all continue to embrace each other the Dan way, with a smile, a compliment, or a friendly call or note.”

Dan was beloved by many in the guaranty community, and NOLHGA expresses its sincerest condolences to all his family and friends. Dan’s obituary, which includes information on services that will be held on December 18, can be found here.
