NOLHGA’s 2020 Annual Meeting Moves Online

NOLHGA’s 2020 Annual Meeting, which was scheduled to be held in Nashville, Tennessee, on October 27–28 (with an MPC meeting on October 26), will be held online, most likely on the same dates. Online registration for the 2020 Annual Meeting will be available in the next few weeks, as will information regarding the registration fee and agenda. NOLHGA will notify prospective attendees when the Annual Meeting website and registration go live. We hope you all can join us!

MPC Meets in August

The Members’ Participation Council (MPC) conducted an online meeting on August 5–6, 2020. The meeting began with a meeting of the MPC Executive Committee. This meeting was followed by the MPC General Session, which was held over two days.

In addition to the task force reports below, the MPC General Session featured closed-session presentations by the task forces for Penn Treaty Network America/American Network Insurance Companies (Pennsylvania), Global Bankers Insurance Group (North Carolina and Michigan), Time Insurance Company (Wisconsin), and Senior Health Insurance Company of Pennsylvania (SHIP). The meeting also included updates on the activities of the Pandemic Study Group (by Chair Margaret Sperry (Rhode Island)); Legal Committee Federal Claims Subgroup (by Chair Frank O’Loughlin (Lewis Roca Rothgerber Christie LLP) and NOLHGA Senior Counsel Joni Forsythe); and Videoconferencing Advisory Group (by Chair Bart Boles (Texas)). NOLHGA President Peter Gallanis provided the President’s Report, and MPC Chair Tom Sullivan briefed attendees on MPC Executive Committee activity.

Task Force Chair Bart Boles (Texas) reviewed recent activity in the Senior American estate, including the transfer of policy and claims administration to Disability Insurance Specialists on July 1, 2020; rate increase requests being developed by three guaranty associations; discussions with the Pennsylvania department’s outside counsel on estate closure issues; and the task force’s preparation of an omnibus proof of claim.

Task Force Chair Todd Thakar (California) provided a brief overview of the overall guaranty association costs to date: $2,359,954 (which includes claims paid, settlement payments, premiums collected, and expenses incurred). He also announced that the administration of the policy block is being transferred from the current administrator to the affected guaranty associations. Affected associations will create a NNIC Claims System by leveraging the Illinois association's claims system and may also enter into a resource agreement to utilize the Illinois claim adjudication staff. Each state’s NNIC Claim System will reside on their computer system; however, all claims and supporting documentation will be stored in NOLHGA’s Quest insolvency claim library to assure appropriate security protections of policy data. This will be the first time individual guaranty associations will upload claim information directly onto the Quest Claims Portal.
