MPC Meets in April

The Members’ Participation Council (MPC) conducted a “virtual” meeting on April 14–16, 2020. The MPC Executive Committee met, and the Administrators Education Steering Committee conducted a series of educational sessions: The FBI & Cybersecurity (with Peter Inoue (Hawaii) and FBI Agent Jim Cowardin); Responding to Information Security Events (with Amanda Barbera (Indiana), Tad Rhodes (Colorado and Oklahoma), and Moderator Margaret Sperry (Rhode Island)); and Cybersecurity Best Practices (with Bart Boles (Texas), Candie Kinch (Idaho, Oregon, and Wyoming), and Dan Hicks (NOLHGA)) .

In addition to the task force reports below, the MPC General Session featured closed-session presentations by the task forces for Penn Treaty Network America/American Network Insurance Companies (Pennsylvania), Global Bankers Insurance Group (North Carolina and Michigan), and Senior Health Insurance Company of Pennsylvania (SHIP). The meeting also included an update on the activities of the Pandemic Study Group by Chair Margaret Sperry (Rhode Island). NOLHGA President Peter Gallanis provided the President’s Report, and MPC Chair Tom Sullivan briefed attendees on MPC Executive Committee activity. He also welcomed Nancy Margolis (the new Executive Director of the Pennsylvania Life & Health Insurance Guaranty Association) and Felix Schirripa (the new Executive Director in Transition of the New Jersey Life & Health Insurance Guaranty Association) to the guaranty community and expressed the entire MPC’s appreciation for former Executive Directors Joseph Horvath and Jim Lenaghan, who are retiring from the Pennsylvania and New Jersey associations, respectively.

Task Force Chair Bart Boles (Texas) discussed the status of Senior American (SAIC) and reviewed the financial status of the estate, which has 762 in-force policies. The SAIC MPC unanimously passed two resolutions: the first approved the selection of Disability Insurance Specialists (DIS) as the TPA to administer the SAIC policies, and the second approved a strategy for seeking premium rate increases in the states where SAIC policyholders reside.

Task Force Chair Jack Falkenbach (Delaware) and Legal Counsel Kevin Griffith (Faegre Drinker) reviewed GABC’s 2019 financials and the company’s plans for 2020.
