Membership Changes for MPC Executive Committee
MPC Chair John Colpean (Michigan) has announced that MPC Executive Committee members Linda Becker (Kansas) and Pete Leonard (California) have stepped down from the committee after many years of outstanding service. Charles Gullickson (South Dakota), Dave Perry (Montana), and Tom Peterson (Kentucky) have accepted invitations to join the committee.
Staff Contact -2013 Legal Seminar Planning Begins
Planning has begun for the 21st Annual NOLHGA Legal Seminar, which is scheduled to take place on July 11–12, 2013, at the Ritz-Carlton Chicago. The seminar will be held in conjunction with an MPC meeting on July 9–10.
The Legal Seminar Planning Committee has scheduled its kickoff teleconference to begin developing an agenda for the seminar. Ideas for program content are welcome. This year’s Planning Committee is made up of Jack Falkenbach (Delaware), Chair; Joel Glover (Rothgerber Johnson & Lyons); Charles Gullickson (South Dakota); Catherine Masters (Schiff Hardin): Janis Potter (Illinois); Tad Rhodes (Oklahoma); and Charles Richardson (Faegre Baker Daniels).

Staff Contact -Guaranty Association Law Summaries Updated on NOLHGA’s Web Site
NOLHGA’s state guaranty association law summary reports are now current through January 1, 2013, reflecting legislative changes that took effect in 2012. For the provisions tracked by the law summaries, Georgia, Hawaii, Maryland, Nebraska, New Mexico, New York, South Dakota, Wisconsin, and Wyoming all made legislative updates to more closely align with provisions in the NAIC’s Life and Health Insurance Guaranty Association Model Act. The current update also reflects Alabama’s legislative changes, which took effect on January 1, 2013.
The GA Law Summaries are available under Facts & Figures on the homepage of NOLHGA’s Web site in addition to being accessible under the Member Resources menu in the members-only portion of the site. Users can generate individual state reports by choosing from the “Law Summaries by State” drop-down menu. Alternatively, the summaries can be viewed and printed by selecting a specific report from the “Law Summaries by Provision” drop-down menu, which lists all states by topic. Finally, the Guaranty Association Laws page provides users with state guaranty association contact information as well as links, where applicable, to the state guaranty association’s Web site and the corresponding state insurance department’s site.

Allan W. (Dick) Horne, Administrator and Legal Counsel for the Arkansas Life & Health Insurance Guaranty Association, was named best lawyer in his practice area (Administrative/Regulatory Law) in Arkansas by the 2013 edition of Best Lawyers in America. Horne is a Senior Partner with the law firm Dover Dixon Horne, PLLC.

Horace Rhodes, the first Executive Director of the Oklahoma Life & Health Insurance Guaranty Association and father of current Executive Director Tad Rhodes, passed away on January 1, 2013. He was 85.
Horace served as Executive Director of the association from its inception in 1981 till 2005, and he was one of the original 13 guaranty association signatories to the documents that created NOLHGA in 1983.
In the 1950s, Horace served as Deputy Insurance Commissioner for the State of Oklahoma. In 1957, he drafted Oklahoma's first comprehensive insurance code. He later became President of United Founders Life Insurance Company in 1959 and oversaw construction of the United Founders Tower, a landmark in northwest Oklahoma City. In 1971, he joined the Oklahoma City law firm of Kerr, Irvine, with which he remained associated until his passing.
In lieu of flowers, the family is asking for donations to the Oklahoma City Community Foundation.
