
MPC Meets in Florida
The Members’ Participation Council (MPC) met in Bonita Springs, Florida, on January 8–9, 2019. The Penn Treaty Network America/American Network Insurance Companies (Pennsylvania) Task Force conducted a closed-session presentation, the National Heritage Life Insurance Company (Delaware) Task Force met, and the Lincoln Memorial/Memorial Service Life Insurance Companies (Texas) Task Force also conducted a presentation. The Administrators Education Steering Committee held a presentation entitled Techniques for a Virtual Guaranty Association moderated by Bart Boles (Texas) and featuring Chuck Renn (Missouri) and Todd Thakar (California). Meetings were also held by the Accounting Issues Committee, Administrators Education Steering Committee, and MPC Executive Committee.
In addition to the task force reports below, the MPC General Session featured an update on NOLHGA’s stress test project conducted by NOLHGA President Peter Gallanis, NOLHGA Senior Vice President and General Counsel Bill O’Sullivan, Kevin Griffith (Faegre Baker Daniels), and Tom Dawson and Mark Femal of Strohm Ballweg. NOLHGA President Peter Gallanis provided the President’s Report, and new MPC Chair Tom Sullivan briefed attendees on MPC Executive Committee activity. Mr. Sullivan also welcomed new Ohio guaranty association President Sonni Peterson.
Staff Contact - Sean McKenna AF&L/Senior American Insurance Companies (Pennsylvania)Task Force Chair Bart Boles (Texas) provided an overview of these two long-term-care companies, which have been in runoff since 2005. Liquidation petitions for both companies were filed in 2018 and later stayed; a liquidation hearing for Senior American Life is scheduled for June 2019.
Task Force Chair - Bart Boles; Staff Contact - Joanna Akiyama SeeChange Health Insurance Company (California)Task Force Chair Janis Potter (Illinois) reported that the estate for SeeChange, the first health insurance insolvency to occur after the passage of the Affordable Care Act, closed on August 30, 2018. The final distribution to the affected guaranty associations was made in September 2018.
Task Force Chair - Janis Potter; Staff Contact - Joanna Akiyama Inoue Appointed New Head of Hawaii GAEffective January 1, 2019, the Board of the Hawaii Life & Disability Insurance Guaranty Association has appointed Peter Inoue, former Chairperson, as the new Executive Director of the association. Inoue replaces Hiram Tanaka, who retired at the end of 2018. Margolee Lee (Pacific Guardian Life) replaces Mr. Inoue as the Board Chairperson, and Joy Higa (UnitedHealthcare) has been elected as a new director.
