MPC Meets in April

The Members’ Participation Council (MPC) conducted an online meeting on April 21–22, 2021. In addition to the task force report below, the MPC General Session featured closed-session (affected guaranty associations only) presentations by the task forces for Penn Treaty Network America/American Network Insurance Companies (Pennsylvania), Global Bankers Insurance Group (North Carolina and Michigan), Time Insurance Company (Wisconsin), and Senior Health Insurance Company of Pennsylvania (SHIP).

The General Session also included presentations on the activities of the MPC Model Plan of Operations Subgroup (by Committee Chair Margaret Sperry (Rhode Island)), the MPC Insolvency Task Force Information Subgroup (by Committee Co-Chair Candie Kinch (Idaho, Oregon, and Wyoming)), and the MPC Preference Poll Committee (by Committee Co-Chair Pamela Olsen (Minnesota and Nebraska)). NOLHGA President Peter Gallanis provided the President’s Report, and MPC Chair Tom Sullivan briefed attendees on MPC Executive Committee activity. Mr. Sullivan also announced that Ben Whitehouse would be succeeding Dan Elrod as Administrator and Counsel of the Tennessee guaranty association effective June 1, 2021. Mr. Elrod served in this capacity for more than 30 years, and Mr. Sullivan praised his contributions to the guaranty system.

The MPC meeting also featured a meeting of the MPC Executive Committee, an update on GABC/ELNY (by ELNY Task Force Chair Jack Falkenbach (Delaware) and Task Force Legal Counsel Kevin Griffith (Faegre Drinker)), and a presentation conducted by the Administrators Education Steering Committee entitled Long-Term Care Jeopardy. The presentation was moderated by Todd Thakar (California and Nevada) and featured Bart Boles (Texas), Vince Bodnar (Oliver Wyman), and Ralph Donato (LTCG).

Task Force Chair Todd Thakar (California and Nevada) updated attendees on the status of the liquidation. There are 24 active policies remaining, and the affected guaranty associations have chosen to bring administration of the policies in-house by using a combination of the Illinois guaranty association’s claims system and NOLHGA’s QUEST, a storage site for confidential task force information. The affected associations have already achieved significant costs savings by switching from an outside TPA to this in-house system.
