Jacob Stuckey

Jacob Stuckey is the Chief Investment Officer of the Illinois Treasury. In this role, Stuckey directs seven investment portfolios across public and private markets on behalf of the Treasury’s combined investment portfolio, including the Illinois Growth and Innovation Fund and the FIRST Fund, the Office’s private impact investment funds, as well as two 529 College Savings Plans, the State’s Achieving a Better Life Experience program, the Student Empowerment Fund, and the My Illinois Savings Program. As Chief Investment Officer, he leads the investment team and oversees stewardship of alternative and public market investments.

Previously, Stuckey served as CEO and CFO of the Office of the Special Deputy Receiver (OSD) in Chicago, where he led a 40 person enterprise responsible for the operational oversight of insurance estates in receivership. He oversaw fiduciary management of portfolios across multiple asset classes and chaired the OSD’s Multi Employer 401(k) Investment Committee. Earlier in his career, he served as Deputy Executive Director of the Illinois Finance Authority, one of the largest conduit bond issuers, and as Deputy Director of State Investments and Banking at the Illinois Treasury, where he assisted with the management of liquidity, portfolio construction, and asset allocation strategy and also acted as liaison for capital markets activities related to state bond issuance.

A U.S. Army infantry veteran who served with the 82nd Airborne Division with deployments to Afghanistan and Iraq, Stuckey holds an MBA in Finance from the University of Illinois at Chicago and a BS in Politics and Government from Illinois State University.
