J. Kevin Baldwin

Kevin Baldwin is a career insurance receiver for Illinois’ Office of the Special Deputy Receiver (OSD), where he has served in many different roles over the past 30 years, including Special Deputy Receiver and General Counsel. During his tenure at OSD, the State of Illinois developed rehabilitation and liquidation plans to resolve notable receiverships such as Lumbermens Mutual Cos., Triad Mortgage Guaranty, Columbian Life Insurance Co., Land of Lincoln Mutual Health, and Public Service Insurance Co., among many others, marshaling and distributing in excess of $4 billion to policyholders, guaranty associations, and other creditors.

Baldwin also represents Illinois on the NAIC’s Receivership and Insolvency Task Force and its related working groups.
