Paul Lombardo
Paul Lombardo retired from the Connecticut Insurance Department in July 2025 and started PSL Consulting, which provides actuarial and regulatory solutions.
Lombardo was the Assistant Deputy Commissioner, Life & Health Division, at the Connecticut Department of Insurance. He supervised the division responsible for reviewing all life and health form and rate filings submitted to the department and implemented any changes that may have had a future impact on policy forms. This includes a thorough review and analysis of all state and federal legislation.
Prior to becoming Director in 2018, Lombardo was the Chief Actuary for the Life & Health Division for over 21 years. He served as Co-Chair of the NAIC’s LTC Actuarial Working Group, served on the AG-51 (The Application of Asset Adequacy Testing to Long-Term Care Insurance Reserves) and AG-53 (Application of the Valuation Manual for Testing the Adequacy of Life Insurer Reserves) review groups, and was a member of the LTC Multi-State Actuarial Review team. He was also Chair of the Health Actuarial Task Force at the NAIC for three years.
In 2020, Lombardo was awarded the NAIC’s prestigious Robert Dineen Award, given to a state regulator for outstanding service and contributions. The award is named in honor of the founder of the NAIC’s Support and Services Office.
Lombardo served on numerous task forces within the state of Connecticut based on Governor- and legislative-sponsored initiatives related to Connecticut’s health care delivery system and its impact on health insurance. Before becoming a regulator, he held various actuarial positions at Aetna, including five years in the group LTC pricing and valuation area.
