Jessica Walker

Executive Director: Connecticut Life & Health Insurance Guaranty Association

Jessica Walker is the Executive Director of the Connecticut Life & Health Insurance Guaranty Association (CLHIGA), a position she has held since 2022. As Executive Director, she works with the association’s Board of Directors, member insurers, regulators, counsel, and national guaranty system partners to support CLHIGA’s governance, operations, statutory compliance, insolvency readiness, and policyholder protection responsibilities. Walker is also the managing member and CEO of Omnian Strategies, an executive consulting firm helping clients navigate complex relationships and requirements.

Before joining CLHIGA, Walker spent more than 15 years with UnitedHealth Group, most recently as Director of National Regulatory Affairs. In this role, she advised senior leaders on state and national regulatory matters affecting the company and the broader insurance industry, with a focus on financial solvency and receivership, state guaranty association protections, privacy, cybersecurity and AI, corporate governance, managed care, and national insurance regulatory advocacy. She also worked closely with the NAIC, NOLHGA, and a coalition of health and life insurers on guaranty association and receivership matters, including the complex revision of guaranty association legislation, which Walker helped enact in 35 states prior to her departure.

During her time at UnitedHealth, Walker served on the Boards of multiple state guaranty associations, including Massachusetts, Michigan, North Dakota, Pennsylvania, and Vermont.

Walker is active with NOLHGA and the national guaranty association system. She currently chairs the Technology & Cybersecurity Committee; serves as an observing member of the Security Advisory Committee; and serves on the NOLHGA Legal Committee, GA Laws Committee, and various NOLHGA subcommittees. She is also a member of the PHL Variable Insurance Company Task Force.

Walker is an Ohio-licensed attorney. She earned her JD from Capital University Law School and her BA, cum laude, from Marshall University.
