Senior Health Insurance Company of Pennsylvania (SHIP), domiciled in Pennsylvania, is administering a closed block of long-term care (LTC) policies. No new policies are being issued. The company’s corporate office is located in Carmel, Indiana, and its administrative office is located in St. Paul, Minnesota. SHIP previously operated as Conseco Senior Health Insurance Company. From 1997 to 2000, a number of other LTC insurance companies merged into or were acquired by Conseco Senior Health Insurance Company. As a result, SHIP is obligated for the LTC policies of the following companies:
On January 29, 2020, SHIP was placed in rehabilitation by the order of the Commonwealth Court of Pennsylvania. On April 22, 2020, the Rehabilitator filed an Application for Approval of the Plan of Rehabilitation for SHIP. The Plan was amended twice before the Commonwealth Court approved the Second Amended Rehabilitation Plan (the "Rehabilitation Plan") on August 25, 2021. Three state insurance regulators filed an appeal of the approval of the Rehabilitation Plan with the Pennsylvania Supreme Court. On June 20, 2023, the Pennsylvania Supreme Court affirmed the approval of the Rehabilitation Plan.
Following the affirmance by the Pennsylvania Supreme Court in June 2023, the Rehabilitator indicated that policyholder elections for premium and benefit modifications pursuant to the Rehabilitation Plan will become effective in September 2023 for policyholders who have made such elections (and have not had a change in status requiring new elections). Other policyholders will be asked to make elections at later dates, and corresponding policy modifications will be implemented after those elections.
